Raoul Hughes, 48, was on duty as a City of Chicago traffic aide at O'Hare International Airport when he approached a woman parked outside a terminal, telling her that she was on camera and facing $320 in fines.
The woman tried to drive away when he approached her, but he ordered her to stop. Hughes allegedly went on to explain the trouble she was in, and that he could make it all go away if she provided him with lunch money, Assistant State's Attorney Lorraine Scaduto said in court.
The woman passed him a folded $10 bill and he instructed her to drive around until the relative she was waiting for arrived. Instead, she found a Traffic Management Authority supervisor and reported the incident.
Hughes was arrested on charges of felony official misconduct for soliciting a bribe. He appeared in court to be arraigned in his fluorescent green safety vest, and is being held in lieu of $40,000 bail.

We always wondered about what happened to the guys who stole our lunch money in grammar school after they grew up.

I have always rallied against bullies and batted the daylights out of numerous one throughout my many years. It takes for finesse to battle the white collar ones, but you can get inside ... into the fun zone and cause expensive mayhem just under the radar.

I know what happens to bullies: many of them become cops and business owners. Some of the ones the abuse grow up to be no better than they were.

And some grow up to become governor of Illinois. Or Senator.
