After receiving numerous complaints about "openly lewd behavior" on public hiking trails in and around Ocala, Florida's Department of Environmental Protection conducted a sweep of the trails and restrooms on March 30.
At the noon hour, a man caught an undercover DEP officer's eye, "nodded his head at me to follow him on a trail," the officer wrote in his report. When they got to a secluded spot, the man stopped and asked if it "was safe." He then unzipped his shorts, "exposed himself" and then "began performing a sexual act." Gary Lee Bourcier was arrested.
Contacted later by a newspaper reporter, Bourcier said "I don't do that stuff." He simply had to pee, he said, and that's why his shorts were unzipped.
As soon as Bourcier was taken away, another man stopped up to the undercover officer to speak with him. As they talked, the man "unzipped his shorts, exposed his sexual organs and began to fondle himself." Jerry Pete Franklin was arrested, and complained the arrest is "going to ruin his life," the officer noted in his report. Franklin said "he had fought the urge for several years" and "has not done this in Florida before."
That afternoon, Douglas Carl Krause was observed "playing with his private area in a stall in the restroom." When told he was under arrest, Krause said "I don't believe I did anything wrong. I was a victim of circumstance."
All three were charged with exposure of sexual organs, and released on bond.
Bourcier is 72 years old, as is Franklin. Krause is 68.



A "victim of circumstance"? Maybe. But guys, if you just did this stuff together, in private, rather than force it on strangers, we wouldn't care. Is that really too much to ask?

Ahh, but Damian. You realize that the public thing makes it all the more exciting, don't you know. Seems they all need to find some nice 'healthy' widows or divorcees to date. Then they could have lots more fun, and not end up in the pokey. (No pun intended.)

Re Douglas Carl Krause, the man in the stall, was not exposing himself in public, if he was in the stall with the door closed. This could be the mistake of an overzealous cop.
Older men frequently suffer from severe Prostatic Hypertophy, which makes urinating difficult. To enable urination, one has to pull on the penis to straighten the Urethra and then strain mightily, which results in grunting. To the uniformed, this might seem like masturbation, but it's not.
Frankly I don't know what Douglas Carl Krause was doing, but the real pervert in this case may have been the cop who peered into a closed stall to see what was going on.

You people are beyond ridiculous. Your absolute fools to honestly believe these accusations these men are accused of you don't find it interesting that one happened right after the other. You can clearly see the men where just relieving themselves. Fondling themselves? Haha that is just stupid. That so called "police officer" who is supposed to "protect and serve" now has to live with his decision of accusing these innocent men. Its sickening how stupid you people can be

I'm guessing one of the guys is "you're" father. So, let me see if I have your logic straight: if a traffic cop sits watching a stop sign, and pulls over three cars in an hour for running through it, the only possibility is that the cop is a liar, not that he caught drivers slipping through without a complete stop "one right after the other." I guess "its" clear who has the "stupid" thought process here, Michael. (P.S.: Peeing in public is a crime too. A stupid one, but a crime nonetheless.) -rc
