Kimberly Al-Homsi has "repeatedly been the subject of interest" by federal anti-terrorism officials. But it was police in Arlington, Texas, who levied charges against her.
The Dallas Morning News reports that "She and another man" were arrested following a police pursuit on February 13.
Perhaps the reporter's gender confusion can be explained by Kimberly "Asma" Al-Homsi's mug shot:

Al-Homsi and her alleged co-conspirator, Yasinul Alan Ansari, allegedly pointed a gun at another motorist in an apparent road rage incident. The motorist called police, who chased their vehicle down. After the pursuit, officers found an "incendiary device" in their vehicle.
"We can't put out any description [of the incendiary device] until after the complaint is filed," said a spokesman for the Bureau of Alcohol, Tobacco, Firearms and Explosives, which along with the FBI is helping in the case. Federal charges against the pair are still pending.
The newspaper referred to Al-Homsi, 45, and Ansari, 18, as a "couple". In addition to charges relating to the "device", Al-Homsi was charged with evading arrest, making a terroristic threat, and possessing a prohibited weapon, and is being held on $210,000 bail. Ansari faces a charge of possessing a prohibited weapon, and is being held on $100,000 bail.

The Museum staff is grateful Al-Homsi was not similarly dressed for her photo.
The News reports that Al-Homsi's "previous encounters with authorities could best be described as bumbling," including a previous road rage incident where she waved a fake hand grenade at another motorist. She received probation in that case, but it was revoked after being caught with a pipe bomb.

I agree with your opinion. I think it's mainly the newspaper reporter's horribly awkward phrasing (which we did make fun of) -- the "She and another man" bit -- that is bringing out the comments. -rc
