Thomas Peno was in court to answer a larceny charge. He allegedly stole a GPS unit and then tried to sell it back to the owner.
During a recess of the Rockville Superior Court on June 9, police say Peno bought a bottle of vodka, which he drank in front of the courthouse, and broke into cars in the courthouse parking lot. He allegedly took a cell phone and keys.
When they saw him later, judicial marshals took Peno, 51, into custody for being drunk and disorderly. Then they realized he matched the description of the man seen breaking into cars. Peno made a dash for the door and knocked down several people in his way, according to marshals, who caught and held him for police.
Thomas Peno was arraigned on burglary, larceny and breach of peace charges. He is being held on $20,000 bail. This was his 40th arrest.

So if you want to be a career criminal, consider moving to beautiful Connecticut. They're pretty forgiving there.

This guy hasn't killed anyone that we know of. He's just a hardcore career criminal. Oddly enough, these guys often work as hard as normal folks -- just not at legitimate jobs. I'd bet he could work in a supervised setting -- a VERY supervised setting.
In terms of fitting into society, there's less than zero hope, but short of harvesting body parts, he's nothing but pimple on the tush of society unless he can be made to do something productive while he's in prison. They make 6 year old kids work overseas, surely this guy has the ability to be at least be as productive as someone who still has their baby teeth.

Hey Connecticut:
It's time to start giving this guy some *time*, when commits offenses and gets arrested, and convicted.
If for no other reason, the economics of dealing with him.
Sympathy and empathy are nice, but this man's criminal antics have effects of community budgets, for Pete's sake...!
