A University of Cincinnati student called police after an incident in the university library.
She reportedly felt something wet on her foot and looked under her table to see Dwight Pannell, 43, on his knee with a syringe. He had allegedly sprayed something on her shoes, then photographed them.
Campus police arrested Pannell on 28 May 2008, on charges of voyeurism, assault and criminal trespass. Pannell "admitted taking pictures of her feet," a police spokesman said. "He said he was doing so because it was a new camera."
This was not Pannell's first syringe-related arrest. He was arrested in 2000 for a similar incident at Ohio State University's main library.
