It seems to me that the appropriate punishment for this individual's actions would be to make him wear his favorite dress and then put him into the general population at the local men's prison.

Let me make sure I understand this...
That he was able, while handcuffed, to pull a thread from his sweater? Possible.
That, while handcuffed, he was able to somehow wrap said thread around his neck? Possible.
That said thread was capable of inflicting such harm that outside intervention was necessary for revival?
So THAT'S the excuse being passed off by the Jersey police.

You are implying that the police may have caused him to lose consciousness. Before you accuse, you should get more information. The thread was actually a string from a hoodie, which is quite capable of causing strangulation.

Thanks for helping to explain it. Here's how the Press of Atlantic City (our source) put it: "While at police headquarters for investigation, Tyce pulled a thread from his sweater and attempted to commit suicide with it." The version you found definitely makes more sense. -rc
