This guy is probably high off sniffing the shoe polish. I don't think alcohol ALONE has this effect on a person.

Couldn't they classify him as a repeat offender and get him off the street for a while? If nothing else, he could at least learn to drink at home, where he wouldn't get into so much trouble.
