An off-duty Chicago Police officer working security for a restaurant was involved in an altercation on February 9th.

Fernando Cooper, 31, was outside Gibson's Bar and Steakhouse in the "Viagra Triangle" -- a Near North Side Chicago neighborhood known for its multiple singles bars and dance clubs.

Cooper was allegedly hassling customers and grabbing at their feet. The off-duty cop tried running Cooper off the corner, but he wouldn't budge, even when the officer showed his badge. When the officer used a cell phone to call for backup, Cooper allegedly punched him in the face. The two began wrestling, and Cooper tried to reach behind the officer's back for his holstered gun, the officer said. Cooper then reportedly raised his head and bit the officer in the chest, biting off the cop's right nipple.

Nearby officers saw the struggle, and the off-duty cop identified himself to them. Cooper allegedly continued to struggle and refuse the officer's demands, and officers responded with a chemical spray. After a several attempts, he was taken into custody and is being held on $500,000 bond.

The nipple was recovered at the scene, but could not be reattached. The officer faces extensive reconstructive surgery.

"The alcohol is the main reason (for his problems)," Cooper's wife said. "When you're intoxicated, the alcohol does the talking for you." She said Cooper often becomes violent when full of whiskey, and he told her he did not think he was dealing with a real cop.

Fernando Cooper's record includes more than 90 arrests since 1995, including 20 last year. He reportedly makes his living shining shoes.

Couldn't they classify him as a repeat offender and get him off the street for a while? If nothing else, he could at least learn to drink at home, where he wouldn't get into so much trouble.
