Either they arrested him in the middle of getting his hair done, or this guy's idol is Two-Face from Batman... he just hasn't gotten around to disfiguring half of his face yet...

It looks like the nemesis was cutting his hair when the fight broke out. Maybe he will get a chance to get it styled in jail.
